Ivars Mekons states that it is important to learn from mistakes with respect to deficiencies of the public procurement system and risks of use thereof in bad faith. Furthermore, according to the opinion of the European Commission, it is necessary to promote the participation of small and medium-size businesses in procurements, thus giving the society a chance to select innovative and effective solutions. The expert believes that it is important to avoid \u201cthe sport of free appeals\u201d (by introducing deposit) as well as to minimize the possibility of using the \u201csecrecy griffin\u201d, thus giving a chance to more companies to participate in procurements which could benefit the society.<\/p>\n<p>Read more: Kirsons M.
